Penny Stock A stock which sells for less than one dollar per share (or in some cases, less than five dollars per share). Penny stocks are almost always small cap stocks, but the reverse isn't necessarily true. They are traded on the OTC Bulletin Board and the Pink Sheets. In the Penny Stock Reform Act of 1990, it was defined as "any stock which is not selling on a major exchange and has a purchase price of less than $5 per share." Most post-reverse merger stocks are initially penny stocks when they begin trading.
