SCOR (Small Corporate Offering Registration) Allows one to raise up to $1 million by filing a U-7 Form with the State in which your private company is located. To meet Federal exemption requirements, one must file a Reg D questionnaire with the SEC. Also known as ULOR, the Uniform Limited Offering Registration. It is a procedure for public offerings of securities in amounts of up to $1 million every 12 months. These "small offerings" are exempt from SEC registration but must still qualify under state blue sky laws that require delivery of a prospectus or offering circular to prospects. The form used by corporations has been approved by a committee of the American Bar Association and by NASAA. The SCOR rules had been adopted in 18 states through 1990. (42 states by 1997.)
